    Abstract:

    The utilization of confined groundwater in the Quaternary of the Haihe basin is discussed and the reserve is limited. Natural recharge is 0. 07 times that of shallow groundwater, and the elastic reserve is 0. 10 times of the reserve of shallow groundwater. The non-reproduction characteristics of the confined groundwater are similar to that of petroleum and natural gas. The limited quantity and non-reproduction attribute of the groundwater is expounded and is proved with its recharge model and 14C ages. By a comparison with the exploitation and utilization of confined groundwater in the developed countries, the relationship of the confined groundwater resources in the study area with the development of human society property and historical stages is revealed. It is proposed that the utilization of confined groundwater from the stage of rough exploitation for primary highspeed change of life (stage C) to the stage of the realizing errors in the utilization for rational development (stage D) must have two stages in between, the stage of primary exploitation for life (stage A) and the stage of civilized utilization for coordinated growth of human society with natural environment (stage E) in the development of human society as the confined groundwater is a resource with non-reproduction characteristics. It is pointed out that stages C and D are important periods of groundwater exploiting. A strategy for a rational utilization of the confined groundwater in the Haihe basin is put forward. Finally, it is pointed out that an excessive exploitation or all-round prohibition of exploitation are both incorrect.
